At a regular Government session, chaired by Prime Minister Alikhan Smailov, the implementation of the Comprehensive Plan for Social and Economic Development of Abay region until 2027 was considered. The National Economy Minister Alibek Kuantyrov and the Akim of Abay region Nurlan Urankhayev delivered their reports.
According to Kuantyrov, following the instruction of the Head of State during his working visit to Abay region, the Ministry jointly with the regional Akimat and interested state bodies developed a draft Comprehensive Plan for Social and Economic Development of Abay Region for the period from 2023 to 2027.
The draft Comprehensive Plan consists of 9 directions and 102 measures envisaging the implementation of projects in various sectors.
Total investment for 2023-2027 amounted to 1.9 trillion tenge including 515 billion tenge from the national budget, 110 billion tenge from the local budget and 1.3 trillion tenge from private investments.
The draft Comprehensive Plan includes a number of measures for industrial development. These include the construction of a mining and processing plant and the commercial development of the Aydarly copper deposit, 6 production facilities, and large-scale exploration and geological surveying for mineral resources.
According to the Minister of National Economy, in order to develop the agro-industrial complex it is planned to purchase equipment for irrigation systems and construction of infrastructure, to build a plant for meat and meat products processing, 2 dairy farms and 2 fattening facilities.
In addition, for the development of entrepreneurship and tourism it is planned to build 2 shopping and entertainment centres, a 5-star hotel complex and a recreation centre on the shore of Lake Alakol.
"In order to develop housing and communal services and infrastructure in Semey city and other cities as well as rural settlements it is planned to build a combined heat and power plant 3, reconstruct heating sources and points, power supply and water pipelines. Besides, construction of sewage treatment facilities is planned in Semey, Ayagoz and Kurchatov cities," the Minister of National Economy said.
Within the framework of transport and logistics development, 11 bridges and the railway Ayagoz-Bakhty-China border section are to be built and reconstructed. Local roads with a total length of over 1,500 km will be overhauled and repaired. It is also planned to subsidize flights from Semey to Aktau, Atyrau, Shymkent and from Urzhar to Pavlodar.
Healthcare development will include construction of a regional multi-purpose hospital and a children's hospital, as well as construction of a regional blood transfusion centre and 2 outpatient clinics.
As Kuantyrov underlined, in order to solve shortage of places for pupils it is planned to build 6 incomplete schools, attachments to existing schools, schoolchildren house, boarding school, also 9 kindergartens and 3 children camps.
In the area of culture and sport, 8 cultural facilities, a swimming pool and 5 sports modules will be built and reconstructed in rural localities. In addition, 7 health and social facilities will be built and renovated.
"A number of measures of the Comprehensive Plan are aimed at ensuring civil defence, public safety and law and order, namely construction of 5 fire stations, strengthening of the banks of the Irtysh and Alakol rivers. In addition, law-enforcement agencies are to build special complexes and acquire equipment," the Head of the agency said.
In order to improve the environmental situation in the region a number of measures will be taken to build and modernise landfills for solid domestic waste. If these measures are carried out, industry is projected to grow by 55.8% by 2027.
Fixed capital investment will increase 3.5 times and output of small and medium-sized enterprises will increase by 85.6%. Villagers will be provided with drinking water by 100%, the level of roads in good and satisfactory condition will be 97%.
In his turn, Akim of Abay region Nurlan Urankhayev said that by 2028 the region's economy will attract about 1.3 trillion tg of investment, the volume of industrial production will reach 1.4 trillion tg with an increase of 1.5 times.
In order to develop the agro-industrial complex, 13 projects worth 100.3 billion tg will be implemented. These include the construction of a meat processing plant, irrigation systems and dairy farms. As a result, the region's gross agricultural output will increase 1.5 times by 2028.
"In the tourism sector it is planned to implement 6 measures worth 41 billion tg, including the construction of 2 shopping and entertainment centres, a hotel complex and recreation centre on the shore of Lake Alakol," the regional Akim said.
In order to open links of international transport corridors and develop transit-transport infrastructure of our region, 9 measures are included into CRP, such as construction of railway on section "Ayagoz-Bakhty-China border", creation of dry port and logistic park, reconstruction of road bridge over Irtysh River, suspension bridge in Semey city and repair of about 2 thousand km of highways.
In housing, utilities and infrastructure development 13 measures are to be carried out.
In line with instructions from the Head of State and with support from the Government, a project to build a modern cogeneration plant in Semey has been included in the CDP.
According to Urankhayev, projects on construction and reconstruction of heat sources, electricity and water supply networks, sewage treatment plants were included in the CRC in order to improve the infrastructure of the region.
In the sphere of education it is planned to build 6 small schools for 510 pupils at the expense of Education Infrastructure Support Fund to eliminate emergency, ramshackle and dilapidated schools. This will increase the enrolment of children in supplementary education and training from 75% to 92%.
Construction of 7 medical objects is planned by 2028 in the health sector.
In the sphere of culture and sport it is planned to build 8 cultural objects, 1 swimming pool and 5 sport modules.
According to the akim, 28,7 thousand persons with disabilities live in the region, including about 3 thousand children. To rehabilitate these categories of citizens, 5 medical and social institutions with 841 beds are functioning in the region.
"On the instruction of the head of state, construction of a 150-bed rehabilitation centre in the city of Semey has been completed. But, unfortunately, the number of persons with disabilities increases every year. The construction of two more rehabilitation centres in the cities of Semey and Ayagoz is included in the CRC. To improve the environmental situation in the region, there are plans to build and modernise a landfill and facilities at the landfill," the regional akim concluded.
