Alibek Kuantyrov was born on Nov. 14, 1983, in the city of Guryev (Atyrau). He graduated from Tomsk State University with a degree in Finance and Credit, as well as in Linguistics and Intercultural Communication, the University of Michigan with a Master's degree in Applied Economics on a Bolashak scholarship.
He began his career in 2005 as a leading specialist of the Department of Internal Administration, Department of International Relations of the Ministry of Economy and Budget Planning of the Republic of Kazakhstan.
From February 2006 to October 2010, he was an expert, chief expert of the Investment Policy and Planning Department of the Ministry of Economy and Budget Planning and the Ministry of Economic Development and Trade of the Republic of Kazakhstan.
In November 2010 he became Head of the Strategic Development Office of the Department of Strategic Planning and Analysis of the Ministry of Economic Development and Trade of the Republic of Kazakhstan.
From November 2010 to February 2013, he was Deputy Director of the Office of Budget Policy and Planning and the Department of Budget Planning and Forecasting of the Ministry of Finance of the Republic of Kazakhstan.
From February to June 2013, he was Deputy Chair of the Committee of Geology and Subsoil Use of the Ministry of Industry and New Technologies of the Republic of Kazakhstan.
From June 2013 to April 2019, he was Deputy Head of the Center for Strategic Research and Analysis, Deputy Head of the Department of Socio-Economic Monitoring of the Administration of the President of the Republic of Kazakhstan.
From April 2019 to February 2021, he was Deputy Head of the Department of the Office of the First President - Elbasy of the Republic of Kazakhstan.
From Feb. 25, 2021, to Jan. 11, 2022, he was Vice Minister of the National Economy of the Republic of Kazakhstan.
By the Decree of the President of the Republic of Kazakhstan Kassym-Jomart Tokayev dated Jan. 11, 2022, he was appointed Minister of National Economy of the Republic of Kazakhstan.
